Police Blotter: Sex Offender, DWI, Drug Charges

Sex Offender Charged with Failure to Abide by Regulations

Thomas Holcombe, 41, of Peekskill, a registered level 3 sex offender in New York State, was charged Aug. 17 with failure to abide by the regulations pertaining to his status, a felony. Holcombe is required to report to the Peekskill Police Department every 90 days while he lives in the city. In September 2011 he failed to respond and an investigation by Det. Ralph D’Aliso resulted in charges after he learned Holcombe no longer resided at the address he had provided. D’Aliso obtained a warrant for Holcombe’s arrest, circulated it nationwide and was notified July 3 that Holcombe had been arrested in Baltimore on local charges. Holcombe was transported to Peekskill by the Westchester County Police Warrant Squad, arraigned in City Court and sent to the county jail without bail.

Terrence Smith, 37, of Poughkeepsie was charged by Police Officer Steven Zappolo with aggravated driving while intoxicated at 7:45 a.m. Aug. 17 after being found asleep in his vehicle at the intersection of the Bear Mountain Parkway and Carhart Avenue. Smith’s vehicle was found in drive with his foot on the brake and was blocked in by workers from the Peekskill Department of Public Works to prevent it from going forward into traffic. Officers awakened Smith and determined after field sobriety tests that he was intoxicated. A subsequent test determined his blood alcohol content was 0.20 percent. Smith was held for arraignment in City Court.

Jessica Irwin, 18, of Pennsville, NJ, a passenger in a vehicle stopped for speeding on U.S. Route 9, was charged by Police Officer Mike Lawrence at 8 p.m. Aug. 20 with third-degree criminal possession of a controlled substance, a felony, and unlawful possession of marijuana, a violation. Police said the marijuana was in plain view in her purse and she was later found to have 112 bags of heroin and three bags of cocaine. Irwin was held without bail for arraignment in City Court. More than $1,700 in U.S. currency that she was carrying was seized for possible forfeiture.
