Catalina's Private Practice Clients?

Does anyone know how this works?  If Frank becomes a part time Mayor, does he continue his private practice?  Do we know who his clients are?

I know that he got in trouble when he was corporation counsel for also representing landlords.  That was mentioned in the expose that he was evicting veterans and a conflict of interest emerged when they turned to the city for help.
