Peekskill Mayor: Council Will Work to Restore Job Cuts in 2014

Peekskill Mayor Mary Foster sent this statetment regarding the passage of the 2013 budget.

At a Special Meeting held Thursday, Peekskill’s Common Council unanimously passed the city’s 2013 Budget by a vote of 7-0. The $51.3 million budget cuts spending by 2 percent and protects Peekskill’s high municipal credit rating. In addition, the budget reduces an earlier proposed tax levy increase from 6 percent to 3.8 percent, keeping Peekskill’s plan within the State of New York’s Tax Cap.  City leaders worked diligently this year to cover a whopping 21.5 percent increase in its employee pension bill, as mandated by New York State, and an additional 12 percent increase in health insurance premiums.


“We’ve approved a responsible budget that streamlines city services and saves public safety positions,” said Mary Foster, mayor, the City of Peekskill. She also notes that Council members responded to the concerns of the public and were able to retain staff at the Kiley Youth Center and spare city pre-school and recreation programs from elimination.    

The city was able to significantly minimize layoffs overall by offering early retirement packages to some employees, Mayor Foster said. The 18 city positions that were eliminated were primarily white collar and managerial staff within City Hall. “The Council will work diligently to restore those positions in 2014 and in the future,” Mayor Foster added.

The city’s future lies in further economic development, Mayor Foster noted. “Our goal is to facilitate the creation of several thriving sectors throughout the city.” The Council intends to invest in public safety and economic development in 2013, which will ultimately generate new business revenues to the city. “Additionally, the city has issued an RFP for the lease and operation of the Paramount Theater, the crown jewel of Downtown Peekskill,” Foster noted.


Highlights of the 2013 City of Peekskill Budget include:

  • The tax levy increase was reduced to 3.82 percent from 6 percent and remained within the State of New York’s Tax Cap. This will amount to a tax increase of $73 per year for the average homeowner, or approximately $6 per month;
  • Spending has been cut by 2 percent and the budget has been balanced without dipping into the city’s fund balance;
  • Police and fire positions have been saved;
  • Total number of layoffs were reduced from 24 to 18 and are primarily managerial and white collar positions at City Hall;
  • Full-time staff at the Kiley Youth Center have been retained, and the city’s pre-school and recreation programs have been restored.

The Council worked hard this year to cover a sharp 21.5 percent increase in the retirement bill, as mandated by New York State, and an additional 12% increase in health insurance premiums.

Mayor Foster also pointed out that to achieve savings, the city merged payroll, personnel, finance and cash collection functions. “This budget is based on the efforts of everyone in this city, from the input we received from the public on priorities, to the generosity of the employees who opted for early retirement. I am confident that we can continue to work together to create a vital, thriving Peekskill.”

@white rice it is funny you say that but my resume and applications were never even looked at when i dropped them off to personnel 3 times lol and its funny because two o the times i dropped it off it was for a laborers position...lol the 3 rd time was just a "hey keep it on file if anything ever comes up"
ya know yeah never got a phone call or interview for anything I guess i had the wrong last name

The current director of Human Resources prior experience in life: Bartender and cousin to a Republican Mayor. Whoopty doo. Since she's so qualified she should easily be able to get a job at another municipality. She's busy calling her former enemies that have left Peekskill for a job opportunity. They don't want her. All of her contacts in Westchester County should be able to get her a spot somewhere. Why hasn't she been able to find a job yet? Credentials not good enough?

@leesther... i just rememebered who you are ......hahahahaha you're the one who ran for mayor and got 3 votes hahahahaha... sorry that was comical... ok the peraon you are mentioning that works in the finance dept. Is 100% qualified to do the job she was hired for and the one she performs...she probably took a civil service test and passed and was hired by marcus ...who to this date was the only employee in the city of peekskill's history to be qualified for their job and also as head of finance had the city in the " black" as opposed to red... ok now im assuming is being asked to do the work of this "head of personnel? Well obviously she is being asked to do it because they can probably get her to do it for a 10,000 stipend. As opposed to promoting someone to the old position... its how municipalities save money....by not apending...now you follow. Now should i post about me "tv dinner" that acting head of personnel who was hired as an assistant to the city manager, and some how worked her way up to making 100k+ a year? Should i address her credentials now ? Fair is fair no? Everyone gets lambasted

Should i keep going....i would love for you to tell me how the "director of personnel" is qualifies for her position. Just because she has been doin it the longes does not mean she is the most qualified..she has done a horrible job doenst have a degree. And dones not deserve her position or title... i would become the director of human rwaources for 50-75k a year and i have 120k worth of college degree! Lol she should have been fired a long time ago

Its not her fault she did a bad job but her job performance proves she is not qualified... if you disagree then simple logic would have to then say she must have made those "mistakes" on purpose....now you pick your own poison...but hey maybe now that shes gone i can drop off my reaume and maybe i will get at least a call or a letter stating they have chose ln another candidate..lol funny im not the only one i know an architect of 12 years who applied for a job in the building dept and his resume was "lost"

This whole situation is SAD, Mary has pushed this city to the brink and beyond. City hall is the most dysfunctional its ever been. The GOOD genuine people in city hall with years of experience and great knowledge are being pushed out, This is how city hall has always been and has always worked. Small town feel and community.
She claims she wants people with "degrees" I claim BS, she wants more puppets for herself, How has that all worked out in the past? Every city manager has come and gone laughing all the way to the bank on OUR dime! The people who are being let go are Irreplacable, I dont know ONE city worker who didnt appreciate their work and kindness, Mary has NO people skills and has taken the small town local feel right out of the city, City workers arent happy and neither is the public! I do hope Mary and the rest of the heartless council is voted out, lets hope its not to late for my beloved city!

its not too late.... i am not defending mary... i disagree with a lot of the things she has done... but if you are a resident of the city you would see how little work these people really do...its not just in out town its all municipalities in general.. the municipal unions are the problem also the" personel contracts" that gaurentee their raises
FACT: when you promise an increase payment to some one that will most certainly promise lack of quality in their work... no need to work hard when you have a sense of entitlement.

this city need an enema! and trust me when i say this there are people more qualified and with more passion and desire to clean this town up, than you think......they will also work for much lower rates..... i think there should be a residency requirement for all the municipal workers.. you will take more pride in your work if you are forced to live in the mess u create...

if the mayor is in this thread i offer this proposition.... hire me for $1 as the "Deputy director of personnel" i will sign a contract that i must pass a probational period of 90 days the board can vote to keep me or not after 90 days....the payment of one dollar is to classify me as a product of the city basically a technicality to prove i work for them, and am not an outside contractor. if the board is satisfied with my work i will gladly offer a new proposition of continuing my services to the city for half the salary that the current director of personnel was being paid.i would love to add that experience to my resume and would love the opportunity to tackle the tasks at hand.

Let me clue you in on something "unemployed college boy"...This job your claiming a certain person is not qualified for didn't have the title "HR" like all jobs the laws and criteria have changed and yes there's classe's and certificates that are now required for a "HR" position that was not the case 20yrs ago doesn't take from her,the Mayor who from the gate has expressed that the personnel was not qualified,she should have required them to take a class or two in employment law etc and offered a reimbursement incentive..The Mayor should have acted like a responsible lawmaker instead she followed her counsels and imagination of her evil heart...Getting rid of anyone that was in City hall before she came...Read your own post they reflect what I'm talking about.....#doyourearswhatyourmouthissaying...

Unleashed dogs is getting to be a big problem in Peekskill. I see them routinely now. People areRead More letting their pit bulls out, their poodles, their chihuahuas - all kinds of dogs. Two days a go I watched a lady jogging on the track with her loose dog. The dog wasn't even supposed to be on the track no less loose. Some kid or elderly lady is going to get bit. Loose dogs also end up in more fights with other dogs.

I know of a similar situation where the individuals will yell four letter words in the public areas with young children there, call others the foulest things, and in this case, they are black and gay so the race/gay card is used constantly. Until people make it known they are not going to tolerate their behavior it will not stop. Have you notified the property owner, complex board, and police, or maybe the board of health?

He must have been here about a year and then he left when the new format was introduced. Both times patch started cooking and then it got cut down just as new staff got their mojo going. A new editor with a new format seems like starting from scratch again. I know AOL/Patch needs to get some cash flow going quick (from what I've read) but I can't see what they are trying to do exactly by tipping the cart over and over
