Greetings:

As you may be aware, the issue of a Charter School is back in the news and is again an issue in our community.

The Guardian Academy Charter School of Peekskill is having an 'open house' on Tuesday, Feb. 25, 2014 from noon to 3:00pm and invites all citizens of Peekskill to attend.

The City of Peekskill and this Administration has not taken any position on this issue, publicly or privately, and I assume, we will not.

The purpose of this Memo is to encourage all employees to freely and openly express their opinions whether it be in person, through public speaking events or in writings such as opinion pieces or letters to the editor. The only caveat is that it is imperative that you make it clear that the opinion you express is your own and does not represent the opinion of the City or your Department.

I want to be clear that your individual right to free speech and to express your opinion does not end when you become employed by the City of Peekskill and I encourage you to partake in discussing issues that profoundly affect life in our City and community, freely without fear of any kind.
